Even Shockwave's own tech support forum left a user or two hanging without an answer as to how to resolve, Shockwave Error #10. A post on a tech support blog I found has a solution for the problem that may work for you.

This solution isn't a documented one. Nor was is at the time of this post on Adobe's support site, but if you're getting error 10 and your shockwave player doesn't work on web sites and pages that utilize the web based software, then give it a try.
